Cisco 2811 - NM-16ESW and HWIC-D-9ESW

Guys,

This is probably an easy one for you experts.

I have a 2811 with two switch modules, NM-16ESW and HWIC-D-9ESW.  When I attach any network device to the HWIC-D-9ESW there are no problems, ip's are assigned from my DHCP server etc, on the other hand when anything is plugged into any of the ports on the NM-16ESW, I can see that the port has come up on the I/F and through the console, but no data/packets etc are being relayed so no ip's assigned etc.

The router config is basic at the moment as I am migrating from two 1760's/2950 to the 2811 using route-maps (2 x ISPS).

So all the switch ports are configured with - Spanning-tree portfast

Fas0/0 and 0/1 are set for ethernet modems (1 static and dynamic)
Vlan 1 is ip 192.168.1.200 with ip route-map policy assigned.

Is this a simple issue, can the two switch modules co-exist, do they need to be bonded.

I think I know what you are looking for, stacking-partner config on two interfaces, if that is the case, I already tried from fas0/3/8 (HWIC-D-9ESW) to fas1/0 (NM-16ESW) with the result below:
2811-DSL(config-if)#switchport stacking-partner interface fastEthernet 1/0
Command reject: Interface FastEthernet1/0 is not capable for stacking, e.g., routed port.

I think I found the answer, allbeit, not the one I wanted, apparently the stacking or linking of the two switch modules can only be done if each module has a gig uplink port, which none of these switch modules have.
