What does the PCGPRLEN-1..28 means here?? Where does this 4 bit comes from?

GPRLEN basically means general purpose register length which will be either 32 or 64.

PCGPRLEN-1..28 just means.. the bit in PC other than 1 to 28. (ie from GPRLEN to 29)
so if GPRLEN is 32, it means bits 32 31 30 and 29 of PC.

And the rest of the four bits come from delay slot, which is nothing but the instruction following the Jump instruction.  So based on the instruction in the delay slot, either the PC will be modified or the address of that instruction will be used to fill the 4 bits.
