only show scroll bar when needed for a listview

How can I only show the scroll bar on a listview when it needs it?  If the list is long and won't fit I would like to display the scroll bar, if not just hide it.  Currently I have it setup for a scroll bar, but if the list is short, it just takes up left side of the listview.

Set the Scrollable property to TRUE.

I do have it set for true.  But the problem I have is that I have to allow width of the scroll bar in my listview.  If I don't allow for the column space it will cause it to also add a horizontal scroll bar, which I don't want.
