I am getting Attention Required when trying to Sync on an HTC 8525

How doI get the HTC to sync.  I have wiped the device but this did not fix the problem.

Let me clarify the issue a bit more.  We have over 30 devices that sync with our Exchange 2007 server using Activesync, no issue.  This one device, started acting up early this week. It was wiped, the mobile profile removed from userid using Exchange Mgmt tools, and a new sync was setup.  It is inconsistent with its connectivity.  Sometimes it will go through and sync everything, no issue. Then, it will send mail, but not recieve.  Other times, we get the error message above, where the device claims that it doesn't have permission to use Active Sync.  It can't possibly be the server or permissions because none of that was touched and all other devices are fine.  

For the record, we have no idea what the point system is for!  We are new to this forum and appreciate any assistance people can give. I'll give you any amount of points you want!

All settings that he suggested were already in place.  Phone started working again. User is probably going to get a new phone.
