<base> tag in HTML opening new tab not new window

I need to be able to open an hyperlink in a new tab, but I cannot get IE7 to open in new tab.  It creates new windows.

That's because of the user settings on the browser. If the user has the browser configured so that links open in a new window, you (the developer) have no say over this. It will open on whatever setting the user is using.

IE defaults to opening links and pop-ups in new windows, a user can however select to show in new tabs instead as shown here http://helpdeskgeek.com/how-to/force-ie-to-open-link-in-new-tab/

There is no way at the moment to programatically force IE to open in a new tab instead if the user doesn't have the setting enabled
