Can't open "Compiled HTML Help file" on a windows 2000 server

Having issue opening "compiled HTML Help file".  The error message we get is "Navigation to the webpage is canceled and does not display anything.

-The help files are located on a windows 200 server SP4.
- Trying to access these help files on windows XP SP2.

-OLD Help File Technology- I found a registry fix. Thanks!!!!

Especially have a look at the section on that page: "The CHM file is in the restricted Internet zone"

Maybe due to trying to view across the network.
