can't install Joomla module, JFTP Bad response

I have a  a joomla 1.5 site.
I'm trying to install flash module. Have tried everything and it's not working. This is my first time I work with Joomla so please help.

I have uploaded flash module in /tmp folder /tmp/modules/mod_flashmod_v3.0.2.  and I use Install from Directory option, but I'm getting this error:
        * It was not possible to copy the selected file.
        * JInstaller::install: Failed to copy file: /var/www/vhosts/myweb.net/httpdocs/tmp/modules/mod_flashmod_v3.0.2/index.html to /var/www/vhosts/myweb.net/httpdocs/modules/mod_flashmod/index.html

All folders (listed in system info) are writtable. Permissions for configuration.php are also set  to 777, but when I'm trying to enable FTP I get error:

        * JFTP::write: Bad response
        * JFTP::delete: Bad response
        * JFTP::write: Bad response
An Error has occurred! Unable to open configuration.php file to write!

I'm not admin of the server so I can't change user of the folders to be all apache. And I don't know how to make tar.gz. - I'm saying this because I found searching on the Google some solutions relating to this.

Only thing that seams odd is path to Open basedir: (under System info),         
 /var/www/vhosts/myweb.net/httpdocs:/tmp. In configuration.php path is correct, without : in httpdocs:/tmp, so I don't know where to change this and is this related to my problem with installing module.

first make sure that the ftp login works outside of Joomla.
Then note the login's default directory.
You will need to make the JFTP default directory add up to your web site directory, e.g. public_html or htdocs.
If your FTP login lands at public_html/mydir it will land outside of your joomla site.
So you need a login whose home directory is / (root). THen in the FTP area in Joomla make the FTP directory home/account/public_html.
If your ftp login's directory is /home/youraccount/public_html then make the ftp user's directory in Joomla / (slash)

I have tried to use "Upload Package File" option and I have found uploaded mod_flashmod_v3.0.2.zip in tmp folder so that probably proves that ftp connection and the path is correct? If I have tar.gz instead of zip it would probably work, but I don't know how to make it

I don't think so. Upload package doesn't necessarily use ftp if the file size is small enough. GZ vs ZIP should have no effect. I don't think the ftp user's directory is proven one way or another yet to be the problem. Check in system info that all of the directories that require write permissions have them.

turn the ftp off in configuration
after you do re-load config to make sure turning it off "stuck."
then try your operation again

I have tried both, with turned off and turned on. Currently is turned off. I had a problem with configuration.php, you can see in my question, but I have downloaded it in computer and changed settings manually. So now is turned off and it gives me this error. Maybe I should try to turn it on again?

are you able to install anything else or is everything giving you the error

when you put the flash mod in the tmp directory is it unzipped? It needs to be unzipped if you're loading a mod from the server.
