Excel file download problem in IE

Hello, I have an interesting problem. The museum has an excel file on their website ; https://www.portlandmuseum.org/exhibitions-collections/biennialdl.php?id=5 . When I click this link in Firefox it opens Excel 2007 like it's supposed to. But with IE 6,7, and 8 I get an error about can't download from this internet site please try again later. I know it works in Firefox, is a setting in IE that will fix this? I already unchecked the box in IE setting about downloading encrypted files to disk. That doesn't fix it. Please help?

that is more than likey a problem inside there code, the developers didnt set it correctly to work on both IE and firefox...

It's an https site.  Remove the 'S' from https.
