Is there a group policy restriction that configues access to mail setup in the control panel?

Our current group policy (used for a citrix desktop environment) prohibits access to the control panel.  I would like to be able to access the MAIL SETUP - OUTLOOK (MLCFG32.CPL) located within the control panel.  Is there anyway to specifically name this .CPL propgram or do we have to allow access to the entrie control panel?  

The reason behind this request is, occasionally we have to allow a user to "MANAGE FULL ACCESS PERMISSIONS" for another users mailbox.  I know we can open another email mailbox within outlook by using the OPEN ANOTHER USERS FOLDER option, but that only opens the INBOX - we would need to allow access to SENT / DELETED etc.  The only way to achieve this is to open configure the MAIL SETUP option in the control panel (but right now that is blocked)  any thoughts?

NOTE: I already tried to create a shortcut to the MAIL SETUP program but that did not work due to group policy restrictions.

Create a shortcut with this following command......

"C:\WINDOWS\system32\rundll32.exe" C:\WINDOWS\system32\shell32.dll,Control_RunDLL "C:\PROGRA~1\MICROS~2\Office12\MLCFG32.CPL",@0
Of course, this is for office 2007... Change accordingly....
