Do any one know if the Mac Mini DVI port outputs YPbPr, the standard component video signal.

No it doesn't per:      http://en.wikipedia.org/wiki/Mini_DisplayPort
To do that you have to:
Mini DisplayPort adapters do not exist for the older component video, S-Video, or composite video connectors. Connectivity can be achieved by converting the Mini DisplayPort digital signal first to VGA, which is an analog signal, then to the appropriate signal type.

This is the pinout:
Mini-DisplayPort Mini DisplayPort on an Apple MacBook Pro
Type Digital and analog computer video connector
Production history Designer Apple Inc. Manufacturer Apple Inc.
Superseded Micro-DVI, Mini-DVI, DVI
Specifications Hot pluggable yes External yes Video signal As DisplayPort Pins 20
Pin out Pin 1 GND Ground Pin 2 Hot Plug Detect Hot Plug Detect Pin 3 ML_Lane 0 (p) Lane 0 (positive) Pin 4 CONFIG1 CONFIG1 Pin 5 ML_Lane 0 (n) Lane 0 (negative) Pin 6 CONFIG2 CONFIG2 Pin 7 GND Ground Pin 8 GND Ground Pin 9 ML_Lane 1 (p) Lane 1 (positive) Pin 10 ML_Lane 3 (p) Lane 3 (positive) Pin 11 ML_Lane 1 (n) Lane 1 (negative) Pin 12 ML_Lane 3 (n) Lane 3 (negative) Pin 13 GND Ground Pin 14 GND Ground Pin 15 ML_Lane 2 (p) Lane 2 (positive) Pin 16 AUX_CH (p) Auxiliary Channel (positive) Pin 17 ML_Lane 2 (n) Lane 2 (negative) Pin 18 AUX_CH (n) Auxiliary Channel (negative) Pin 19 GND Ground Pin 20 DP_PWR Power for connector
This is the pinout for the source-side connector; the sink-side connector pinout will have lanes 0–3 reversed in order, i.e. lane 3 will be on pin 3 and 5 while lane 0 will be on pin 10 and 12.

It's a good question.  According to the Mac Forums the answer is no - you can get composite video or s-video but not YPbPr.

I have the Apple branded mini to DVI adapter, would this work with that vga to component coverter?
Wmiller, would this also be compatible for the pin outs? http://www.amazon.com/gp/aw/d.html/ref=redir_mdp_mobile/175-7254947-7985712?a=B000BSHHY8
What year is your Mac Mini?
If it's pre 2009 then the link I qouted :
http://en.wikipedia.org/wiki/Mini_DisplayPort , applies.
But if its a 2009 then this link applies: http://en.wikipedia.org/wiki/Mini-DVI
which references the Apple adapters including the mini to DVI adapter , but Apple's website is down for mainteance so I can't check the pinouts on it.
I checked http://www.pinout.net , The DVI specs for the video are:
Video Output DVI Screen Dimensions DVI: up to 1920 x 1200, VGA: up to 2048 x 1536  so
yes the adapter you have should work.
As far as the Ziotek DVI-I To Component Video Adapter,
The manufacture website doesn't list it so it may be obsolete, without being able to look at specs am unable to determine if it would be compatible or not, but in theroy it should.
