I want to add another parameters  reportserverpath using a  valuefrom webconfig
ReportServerPath = ConfigurationManager.AppSettings["ReportServerPath"];

how can i do this

Use asp.net Expressions.

in your case, the value you are looking for:
<%$ AppSettings: ReportServerPath%>

thus
CommandArgument='<%# DataBinder.Eval(Container.DataItem, "SummaryID") %> <%$ AppSettings: ReportServerPath%>'
