Outlook 2007 is always in front. How do I stop this?

MS Outlook 2007, the main navigation window, is staying persistently as the front window, even when I select other windows. Even opening a new email within outlook 2007 itself will not come to the font.   The only way to make it go away is to minimize it.

How do I stop this behavior?

Go to the office folder and then do:

outlook.exe /cleanprofile

If that doesn't work try to remove and readd the profile.  Let me know.
