ISA 2006 FTP giving error

Hello!,
ISA Firewall 2006, i can ftp to godaddy windows hosting all fine. but a local ISP ftp is not working. I can view in the browser with ftp, only view files. In ISA when do filtering it shows :
Denied Connection
Rule: FTP
Source: External (202.x.about:blank.117:20)
Destination: Local Host (202.xx.about:blank.74:3973)
Protocol: ftps
---
the FTP rules has the following:
From: External , internal , local host
To: External, internal, localhost
protocols: ftp server, FTP,HTTPS

why is it blocking?

Right-click the firewall access rule that is allowing ftp - choose the configure FTP option and check that the read-only box is unticked.

Hello Genius,

Then mentioned Configure FTP is not there after right click on FTP rule. However, i do find Configure HTTP when i right click on other rules.

Then that is not the rule that is allowing ftp outbound. If FTP is one of the allowed protocols then the option is automatically added.

The issue is from the provider. They are working on it they say. Thanks anyway.
