            $.ajax({ url: 'default.aspx', cache: false });
        }

        $(document).ready(function() {

            $('#pageDemo2').click(function() {
                $.blockUI({ message: '<h1> Just a moment...</h1>' });
                test();
            });

        });

        $('#close').click(function() {

            return false;
        });

    </script>
    <div>
       <asp:ScriptManager ID="ScriptManager1" runat="server">

       </asp:ScriptManager>
    </div>
    <div id="pageDemo">
         <input type="button" id="pageDemo2" value="OpenModal" />

Are you sure you are "importing" the plugin file? I see you importing only the jquery library. In addition to jquery library you also need the plugin file:

got it.

<head runat="server">
    <title></title>
    <script type='text/javascript'
src='../script/jquery-1.2.3.min.js'>
</script>
</head>
<body>
...
 <div>
       <asp:ScriptManager ID="ScriptManager1" runat="server">
          <Scripts>
             <asp:ScriptReference Path="~/script/jquery.blockUI.js" ScriptMode="Inherit" />
          </Scripts>
       </asp:ScriptManager>
    </div>
