Set static IP per VPN user in WIndows Server 2008 R2 RAS

What is the procedure to set a static IP address per user in Windows RAS?
I don't want the users to be able to change their assigned IP address.

I don't want to use NAT.

You can define a static IP address as part of the account information in AD. It's on the Dail-in tab.

When the user dials in, they will be assigned that IP address.

Is AD required? I'm not running AD on the server and would like to avoid it if possible.
AD allows you to assign a per user IP address. There is no such capability in RAS.

Two wrongs don't make a right, but three lefts do. You may be able to cobble something else together to achieve your goals, but it would definitely be the long way around the block.
