that is an easy instruction the only problem is that under my /etc/vsftpd/vsftpd.conf fie I don't have some of the options like:

Running "yum install vsftpd"  will install the RHEL FTP server.

You can also read more about configuration in RedHat's docs here: https://www.redhat.com/docs/manuals/enterprise/RHEL-3-Manual/ref-guide/s1-ftp-vsftpd-conf.html

OK,
I install vsftpd and run the service: Service vsftpd start
Now I can login to it through the terminal using (ftp and sftp), which makes me subspecies whether I am uing secure one or none secure. by the way I don't even have wu-ftpd server, which i think it is for normal ftp.
Then I turned of sftp service vsftpd stop, but still I can access it through sftp. But not through the browser, what am I doing wrong?

When you use sftp it uses the SSH protocol and server.  Sftp is secure, and ftp is not.  Vsftpd does support FTPS (FTP Secure or FTP-SSL) through the server.  If you or your users just need to do occasional transfers, you should be fine with sftp.  You wouldn't need the vsftpd server.  Sftp is secure using the same encryption as SSH.

Now I understand that SFTP uses SSH to connect to server through Terminal, but this can’t be used for browser connection.

I have to use vsftpd to connect through browser and terminal too.  To connect to server through browser I use ftp://192.168.1.1 and through terminal I use ftp user@192.168.1.1.  The question is that connection secure (encrypted), because I and still using ftp command?

Then the answer is no.  When you go to any address in a browser with ftp:// it is not secure.  Most browsers do not support encrypted ftp.
