Disclaimer on a default email template

I know to add a disclaimer on all outgoing emails it is suggested that you run a a third party ap or run a VBScript on all out going SMTP emails.
I was wondering if it was possible to a default email template with the disclaimer included in that? Is it possible to have this run as a Group Policy? So each time the end user goes to write a new email this particular template with come up?
Running Exchange Svr 2003, Windows Server 2003 and XP pro clients.

i dont there is away like this..>! by adding the disclaimer in each mail via Group policy..
i guess you are thinking to use that like a signtuate template...!

in Exchange 2003 this future not available.

It is present in Exchange 2007 as a transport rule...!
