Using RunAs in Citrix

I have an application I need to publish to users but it only runs for people with Admin Rights.  I have used both Regmon and Filemon to try and troubleshoot the problem and found that the application is trying to create a file in the C:\Windows folder.  I don't want to give users write access to this folders on my Citirix servers so was thinking of creating an admin user account and using the RunAs command but the only problem is that you cannot specify a password and I want this to be seamless to users.
Any idea how I can get around this problem?
