Try deleting and recreating the user's email profile. If that doesn't work, try renaming their entire profile on the system and creating a new one.
It appears you may need to rebuild your OAB. Have you tried performing an oabinteg/s:yourexchangeserver /t: oabfldcheck /v:2 /l with one of your user profiles?

Also, here's an alternative to what you posted:

ok i tired all of those solutions none of them have worked :|

what else can i do :S

are we sure its OAB?
If the users with the issue log onto another PC and configure an Outlook profile does the problem follow them?
ok the users can send and recieve now but they cannot download the offline address book and emails sent from > to internal users keep boucing back

what ive tried

update ofline address book
added authenticated users to OAB folder
checked that GUIDs match in exchange folders

ive tried jsut about everything
How many users does this affect? 5% of your users?

Have you tried getting them to logon to another machine to see if the problem follows them?
what NDR are they getting when they try and e-mail another user?
after getting auth users on and rebuildin gthe OAB one more time it was all good :)

Thanks
