How do I create a new admx?

I can't figure out what I am missing.  I have a Windows 2003 domain, XP, and a few test Windows 7 workstation.  I've installed RSAT on a Windows 7 unit and copied the admx and adml files to my domain %systemroot%\sysvol\domain\policies\PolicyDefinitions\ and %systemroot%\sysvol\domain\policies\PolicyDefinitions\en-us respectively.

I have turned on the RSAT feature and can open the GPMC, viewing my current ADMs.  I can start to create a new admx file, but I fail to understand how I open existing admx files or remove admx files if they are part of the default (when created anew.)

What method replaces the Add/Remove Templates process?  How do I create a custom admx file?

I think I got the idea behind it.  When you create a "New" admx, you are basically viewing ALL the settings available in the entire store, unless you put a filter on it.  I can see where a newly created admx does not see old polices.
