I wear a lot of hats...

"The solutions and answers provided on Experts Exchange have been extremely helpful to me over the last few years. I wear a lot of hats - Developer, Database Administrator, Help Desk, etc., so I know a lot of things but not a lot about one thing. Experts Exchange gives me answers from people who do know a lot about one thing, in a easy to use platform." -Todd S.

Sometimes the user may not have the workbook open, but it's still stuck in memory, so the PC thinks it's open.  Go to the user's PC, where the screenshot says the file is open.  Close Excel, then go to the task manager and End the Process for all EXCEL.EXE image names in the Processes tab.
On the server where the file exists, right click my computer->manage->shared folders->open files. If it's open then just close it, unfortunately you may or may not lose modified work.
