This will depend on how your network configured. Is the printer being hosted by a workstation? If so, what operating system does the workstation use? Or is the printer connected directly to the network?

I have a flat network , one subnet , 2- i have a sharend printers on the pc's, I have 2 kind of OS, windows 2003 ent for servers, windows xp for worksations,
Does the fax server require works on windows 2003 ent r2?
can you give me more details abou what is my requirments(hardware /software) to setup such a server?
After reviewing the product manual, it would seem that what you need to do is to run the installation software on a workstation or server, which will instruct you on when to connect the printer via USB, then share the fax printer driver. In the Windows Start menu, open the Printers and Faxes window, and right-click on the fax printer entry and select "sharing..." > "Share This Printer" > "Apply"

Your networked workstations should now see the fax entry in the printer list whenever you open a print dialog from any software. You may also need to run the printer installation application on each workstation that will be sending faxes.
