Domain admin should be able to login. Check your dns for resolution problems.
Was your old dc also dns. You need to have dns updated to reflect new dns. If it is missing srv records you can stop and start the netlogon service which re-registers dns recods
  Good luck

Yes we had DNS Server installed for old DNS.
Actually, the Primary DNS did not fail,... it is still operational and up and running, but suddenly users are not able to connect. with "The system cannot log you on... make sure your username and domain are correct..."
Only relevant log entry which I seen was
Primary Domain Controller Failure: Global Catalog Failure - "Active Directory was unable to establish a connection with the global catalog."

Check sysvol is shared by typing net share in comd prompt.

Check there is no time mismatch on dc's.

Uncheck the GC option & recheck the GC option & look in event viewer.

Run dcdiag /v /fix & netdiag /fix.

Also, is DC pointing to itself for DNS,if not point it.

Check replication is working properly.

Also post dcdiag /v results.

Actually we had stale domains which had not DC promo'd successfully in active directory sites. All dc's should have the same Domains listed.
