Need to make a column in a DataGridView a link

Using C# and WinForms, I need to make a column clickable so that it opens another dialog. I'd also like the row index where the click took place.

How do I do that?

Use CellDoubleClick / CellClick event of DataGridView.
Row index is accessible from RowIndex property of this event argument.

Also, since the CellDoubleClick is for the DataGridView, how do I specify a certain column? Or do I filter by the column I want inside that event?

Yes, filter column inside event.
For making link look just set ColumnType to DataGridViewLinkColumn
