How to change root passwd from console/from HMC

do you mean the root password of an AIX LPAR?
If so, you need to be logged in as "root" to this LPAR, regardless of whether you use a telnet/ssh session or a virtual terminal (console) from the HMC or IVM, or a SOL connection in case of blade servers.
There is no HMC/IVM command to change a partition's root password.
Once logged in to the LPAR as "root" just issue "passwd" and you will be prompted twice for the new password.

If you donot have root password; boot the system into maintenance mode using NIM server ot installation media and reset from there
