you can set group policy through server 2003.
in windows 2003 server
start > programs > administrative tools > active directory users and computers > right click on OU (organizational unit, to which you wants to apply polilcy) > properties > Group policy tab > Click on new button > name it "service block" > click on edit > computer configuration > windows settings > security settings > system services > select the service which you want to block client side.
i assume you wants to apply policy separately, and section wise.


if you wants to apply block service policy domain wise.
start > programs > administrative tools >  domain security policy >  system services > select the service which you want to block client side. (disable it)
