2. What is the difference between EWM and WM in SAP ECC?

This depends on what the requirements are.  If you want to use "vanilla" configuration, it is conceivably possible to do an implementation in a month or two (presuming a proper testing cycle is part of your implementation).  However, to take time for proper blueprinting and requirement gathering from the organization, I would start with a time budget of 4 to 6 months.  Possibly faster with a knowledgable consultant.
