USMT 4 offline migration doesn't work properly.

I am performing an offline migration using USMT 4 to migrate a XP Pro machine to a W7 x64 machine.  The issue is that it migrates the three accounts I want it to exclude.  I have even tried to add them in every way I can think of and it always migrates all the accounts on the system.

Here is my command:

scanstate.exe l:\tester\ /ue:*\admin /ue:*\administrator /ue:*\winsys /ue:.\admin /ue:.\administrator /ue:.\winsys /ue:winsys /ue:administrator /ue:admin /offlineWinDir:C:\Tempme\WINDOWS /v:8 /i:gMigUser.xml /config:gConfig.xml /o

This will migrate all the users on the system including the ones I have placed in /ue:

I'm not sure if this might be of any help:
It looks like there is a possibility that the switches you use or even the .xml file might have the incorrect case or context. It's saying that unconditionalexclude will not work but unconditionalExclude will.

This applies to excluding files/folders and not entire users.   Users can only be excluded using the command line switches.
I have been fighting with this same issue.
you need to get the sids for the users you want to exclude for example:

scanstate e:\backup\%user% /offlinewindir:c:\windows /o /c /i:migapp.xml /i:migusers.xml /config:config.xml /ue:S-1-5-21-1902060067-3838143059-1445623140-3325

I have verified this works with scanstate, don't know about loadstate.
