1045 problem on installing MySQL5.1 on Windows 7 (Access denies for user)

When I tried to install MySQL (file: mysql-5.1.45-winx64). And in the stage: "Apply security settings", I always got
"The security settings could not be applied to the dtabase:
Error Nr. 1045
Access denies for user 'root@localhost'(using password: YES)"

When I tried to run as Administrator:
"C:\Tools\MySQL\bin\mysqld" --defaults-file="C:\Tools\MySQL\my.ini" MySQL

I got the same problem.

And when I tried mysql -u root -p and type in the password, it still gives me the same access defined information. :

During my installation, I did install and uninstall different format of this MySQL version for several times. Could anyone give me some hint on what went wrong? Or how could I clear all previous cases and reinstall it and how could I make sure I could succeed in "Apply security settings" stage?

I followed the online tutorial to install MySQL 5.1 so I think this should be a standard question in installing MySQL. Thanks for any help.

I would remove/un-nstall and start from scratch to ensure you don't have remnants of previous installs then follow a decent guide and try again

that was exactly the link i was following. the thing is how to uninstall completely and make sure i could start from scratch? also, when i was following the guide, i don't remember where i have set the root password. Do I need to set the root password during the set up? Now when i try to run the set up again, it always asked me (during installation): old root password and new root password. Any suggestion?
