WSUS 3.0 returns not appilicable

I have a server running Windows 2003 Standard, with WSUS 3.0 SP2 installed on it.  When I approve updates the keep coming back as not applicable, how ever when I go to the Windows update site their are updates that need to be downloaded.  I am not sure what the deal is.  It does this for over 90% of the updates.

Are the updates 32bit or 64 bit?  Are they for Windows 2000, XP, Vista, Windows 7, Server 2003, or Server 2008 ? What  OS are your clients?

They are for 32 bit,  Updates are mostly vor XP, Vista, Server 2003.  Clients are all Windows XP SP2.

LOL.....You will always get a report like that when you have "Include updates that have status of : ANY" selected
 
 
just change "ANY" to "Needed" before you run the report

I applied both of those solutions in those 2 links above and that didn't change anything.  The client machines still aren't receiving the updates.  Any other suggestions?

Ok, clientdiag is a 32bit app and wont run on 64 bit correctly.

Looks like a clean log there and that it may need a reboot.

I have rebooted and the updates still aren't installing.  It looks like they are being downloaded but not installed.  In the log it also shows that 0 updates were found in 55 categories although i just approved around 60 of them.
