ipcop

Need to be able with ipcop advance proxy to use usernames in active directory to allow users access to the internet and if possible groups were some users has all access to the web and other users ony to some sites....

Also to block like facebook and skype, and unwanted sites..

Need to have users that travel with laptops to then be able to disable when out of the office the block...

You need the advanced proxy addon for IPCop.  you then need to ensure that the proxy function is working transparently.....that way, no user intervention is required to configure the proxy (the machines will use the proxy when inside the firewall, and not when they are outside.

You can use urlfilter to blacklist specific sites - http://www.urlfilter.net/

As mentioned, the advanced proxy plugin supports AD authentication :)
