Event ID 1036 TermService

I am not sure what caused this, but it started happening after I updated IE the other day with the new security update. I believe this is affecting the remote desktop to our server. I use RDT to connect to the server from my workstation. It says it is unavailable. I have been through the system settings on the server and permissions for me are still there and it still won't let me connect. If more information is needed, please just ask. Thanks for any help. The screenshot I have attached is of the listening port that I can't identify.  The error reads as the following:

Terminal Server Session Creation Failed. The relevant status code was only one usage of each socket address (protocol/network address/port) is normally permitted.

Did you restart the server after update?
What security update did you instaled?

Yes, I restarted after the update.

I restarted again and now it seems to have fixed the problem, which is weird since I restarted after I updated.
