You used have to switch the modem off and back on again when connecting it to a different device when using ntl/virgin. So try that as a first step

Power off modem, connect it it windows 98 maching, turn on 98 machine, power up modem.

You may need to call NTL/Virgin (I used to work there many moons ago btw)

The mac address of the network card you connect to your cable modem is bound to the connection with NTL. The only way we used to be able to get arround this isdues is as I have mentioned above. But rhe power cycle process has to be done in that order.

Modem turned off and disconnected from any device, then powerd on and left untill it connects, then connect it to whichever computer you want to use then power that on.

The only thing else that could be wrong is that you have a faulty network card or incorrect drivers in the 98 machine but if it can be used to connect to another device that would rule it out.
