Limit amount of characters in string displayed in asp.net listview markup

In the code below I am binding a label

How can I change the markup so it just displays say first 30 characters?    

Also (although not essential) if the string is more than 30 characters then display  "......"

Infact if I enter text that is less then 30 characters I get error

Index and length must refer to a location within the string.
