Remote Wifi Setup on Blackberry

I need to set up about 35 blackberries on a specific wifi network.  They are spread around 3 states so I cannot do it manually.  Is there a way I can set up some sort of configuration file that they can download from a web page to automatically configure it for them without giving them the wireless key?  I know this can be done for the iPhone, but cannot figure out how for a Blackberry.  We do not have a BES server so I cannot push them out that way.

You will need a BES to perform this task as it has to be done via an I.T Policy.

That is what I was afraid of.  Do you (or anyone else) know if it can be done via the new BES Express server?  I have zero experience with blackberries so have not tried anything like this before.
