HTTPS Website login times out?

I've a colleague who tells me that when at home, he tries to login to his online banking account and it times out.  It works just fine from work.  He has two different pc's,  both running Windows XP Home Edition and a DSL line, and he's tried IE and Firefox, and it's a problem on both pc's with both browsers.  He also has the same problem when trying to login to his Fidelity account.  Other than these two sites, he doesn't have a problem accessing other sites, be they http or https.

He's always kept his patches up to date, he's used ESet's Nod32 Internet app for the past few years, along with Spybot.  He's ran several scans looking for virus's, or spyware and they've come back clean.

Anyone have a clue as to why this would occur when he's working off his pc's at home?

what do these cmd's do?
The commands re-initialze the dll files needed for proper access to secure (https) pages.
