ftp 7.5 - unable to see any files - error

I am trying to set up a 7.5 ftp site  on windows server 2K8. 64-bit.  I am following directions at http://learn.iis.net/page.aspx/263/installing-and-configuring-ftp-on-iis-7/.

I am unable to view any files or folders, no matter how loose the NTFS permissions.  Just to get something I have allowed anonymous users, with EVERYONE FULL NTFS permissions.  Through either ie8, ftp client or cmd line I cannot view any files/folders in the ftproot.

Below is a sample of a command line session from the desktop of the web/ftp server.

C:\Users\Administrator>ftp 172.16.1.7
Connected to 172.16.1.7.
220 Microsoft FTP Service
User (172.16.1.7:(none)): administrator
331 Password required for administrator.
Password:
230 User administrator logged in.
ftp> ls
200 PORT command successful.
150 Opening ASCII mode data connection for file list.

ftp> dir
200 PORT command successful.
150 Opening ASCII mode data connection for /bin/ls.
226 Transfer complete.
ftp> cd rbaldwin
550 rbaldwin: The system cannot find the file specified.
ftp>


when I open ie8 to ftp://172.16.1.7 I get a blank window.

when I fty a ftp client (cuteftp) if get 550 errors when I try and copy files into the visible "blank" ftp root (which is not empty).

what am I missing here?  FYI, I can create FTP sites in II6 all day long.
