Restrict Internet Access using Group Policy for individual users

I have a client who has SBS 2008 and he would like to deny access to the internet for 2 users.  What is the best way to do this using Group Policy?

There are a number of ways... here are 2:
1. You could force down bogus gateway settings via GPO.

There are so many ways, I can't recommend any particular one more than another.  Just be aware if you totally block access that your users and their computers obtain AV updates and email from internal resources... other apps as well.
