Windows server 2008 - How to config remote desktop user access permission

OS: Windows Server 2008 Standard SP2

We have create a domain user. When it use remote desktop to connect a Win 2008. It can run a MS CRM software. However, we found that it also can access control panel and most of the item in Administrative tools except [Server Manager].

We wanna have below restriction of Remote desktop user. How to update it step by step?

Cannot access control panel, administrative tools, windows folder, program files folder, command prompt, format.....etc

Fyi, the previous admin has setup something to disable [Logout, restart] feature already. Although he will not tell me how to do it.

I don't know if it has as much to do with being a "remote desktop" user as it does with the server itself.

You said the server is on a domain right? Did you check the other groups, like Administrators to make sure there isnt something like "Everyone" or "domain users" in there?

 Are you getting any group policies on the server?

We have group policies on server. And i would like to ask, is the feature i need is controlled by Domain Group Policies or Local security policy?

If it is GP, how to make change of it?
