Format cells dialog box on excel does not appear when I right click on a cell

When I right click on a cell to change it formatting options, how come the Format cells dialog box does not appear.  Cells are not

Does the menu appear at all, or is the Format cells option missing from the menu?

Try closing excel, and re-opening, make sure it's not read only.  If that doesn't work, try doing a repair.  Go to Help --> Detect and Repair and click Start.

I close and opened, I made sure it's not read only.  Nothing worked.  Btw, what is the help menu?  I am using 2007

Help is a menu in Excel 2003, it's in a different spot in 2007.  Here's instructions:
