How to remove out of focus looks in a picture.

I have a picture of my daughter I need to fix the off focus fuzzy contrast, I need to make it look less “plastic”. I don’t have Photoshop so I downloaded   Gimp and I’ve tried to download/install several Scripts, plug-in to fix it but  cannot even make the “Refocus” for Gimp plug-in install, so please I need somebody with lots of experience with Photoshop  or Gimp helping me to make this picture more natural with more contrast and less “plastic looking”  .This picture is of my daughter just before she die, she die last January and this picture was chossen by my wife  to be the picture for a ceramic insert for her granite grave marker. Can somebody experienced with Photoshop or Gimp help? I’ve been try to fix it with Gimp but I cannot make it look better.

Jason210, did you read my complete post? You could at least try to help with a comment how to accomplish this instead of run like a cry baby to tell the mod about a rule that nobody has broken

……the issue is not resolved, the tread is not close, and the point are not awarded yet.

modus_operandi , the reason I e-mail him the photo is because I don’t want to post my daughters complete picture here; I consider this picture private (isn’t this what the message box warn you before posting any file?), now after he does the retouching, then he can post back what method he used to accomplish this for everybody else reference, then I can reward the point.
