Outlook 2003 E-Mail Rules - 'Order of rules applied' ?

Referring to the attached image ... as I recall, in Outlook Express, you can specify the order in which the rules are applied, ie move rules up/down in the list order. I cannot find a way to do this in Outlook.  Can this be done?

Notice the 'Rule(applied in the order shown)' at the top of the list.  So how do you change the order?

Experts Exchange gives me answers from people who do know a lot about one thing, in a easy to use platform." -Todd S.
