Set a very restrict privileges for user in Windows XP, Vista and Windows 7

We want following restrictions:

1.      On startup of the system, a browser will be opened automatically with some specified address. For example: www.microsoft.com <http://www.microsoft.com>

2.      User should not be able to browse any other website.

3.      User should not be able to open any other application on the system.

4.      User should not be able to create the file on the system.

5.      User should not be able to use USB or DVD/CD reader/writer.

Please provide the immediate help on it

       Thanks for the reply, I want to allow only specified URL  and User should not be able to browse any other website.

As far as allowing specified URLs are concern you have to use ISA server for this in which you can easily create rules to block all URL and only allow specific one.
