Unable to apply QoS setting to MPLS router

hi,
we have a 4Mbps MPLS connection.I want to allocate 75% BW
for Silver traffic and 25% for gold traffic. when i tried to apply the
QoS Policy map to the external interface it is throwing the error

"I/f FastEthernet0/0 class DSCP-AF41 requested bandwidth
25%, available  0%"

policy-map QOS-PERCENT
 class DSCP-AF31
  bandwidth percent 75
  shape average percent 75
class DSCP-AF41
  bandwidth percent 25
  shape average percent 25

The maximum reserved bandwidth defaults to 75% to allow for routing, Layer 2 overheads etc

To increase this use the

max-reserved-bandwidth percent xxx

command

interface FastEthernet0/0
 max-reserved-bandwidth 100                  

have you tried that - does it take OK.?

if you reduce your two queues to 50% and 25% is that OK ?

Nope... I solved the issue. I just upgraded the IOS version from ipbase to ipadvancesservices. it solved the problem.
