DNS Problem in Windows Server 2008

I found the following error in the domain controller:
The DNS server is waiting for Active Directory Domain Services (AD DS) to
signal that the initial synchronization of the directory has been completed.
The DNS server service cannot start until the initial synchronization is
complete because critical DNS data might not yet be replicated onto this
domain controller.

my domain name is: xxx.int which is not active domain. is that the problem?

I can not add computers to the domain aswell.  Whenever I add it says 'A AD DC for the domain ... count not be contacted.

Where is the server pointing to as its preferred DNS server in the TCP/IP settings - it must point to itself
