I wear a lot of hats...

I wear a lot of hats - Developer, Database Administrator, Help Desk, etc., so I know a lot of things but not a lot about one thing. Experts Exchange gives me answers from people who do know a lot about one thing, in a easy to use platform." -Todd S.

Do you have a 'MSFTPSVC' listed in services?

Can you start the ftp manually from the IIS control panel?  Or do you recieve error messages?

If you haven't found out so already, both IIS Admin & FTP Publishing have to be started for the default ftp site to work.  Both would need to be set to automatically start.
Typing 'net start msftpsvc' at a command line will start the FTP Publishing service, as well.

Hope this helps.
