No permissions tab after clicking change sharing permssiions

Have Office 2007 running on SBS2008 with roaming privileges.  When I click on change sharing permissions to give permission to another user to a folder in my outlook, I do not get a list of permissions to grant or anything else, other than the General-Home Page-Auto Archive-synchronization tabs.  How do I restore the list that should provide permissions tab?

What folder are your trying to give permissions to?
Where is the folder located? In your Mailbox or in one of your personal Folders

If in your personal folder, you cannot do such a thing.

If the folder is in your Mailbox, are you using exchange server?
As this would be an exchange Only Option.

Thank you.  The folder was a sub folder of an email folder.  It is in fact an exchange issue and was resolved by checking add-ins to make sure that the exchange client extensions for the following were checked:
delegate access
deleted item recovery
exchange extensions command
exchange extensions property pages

Once these items have been checked from the trust center it was possible to reach the section that allows individual permissions to be granted
