If the phone has connected up to the Exchange server at any time and has synched, then Yes - the next time it connects to the server, it will receive the remote wipe command and factory reset the phone.
Even if Push is not enabled, the user will probably connect up and pull their mail, so it should work, but it might take a while longer.
