is there a setting on server 2008 that does not allow a laptop to be able to ping server 2008 and xppro workstations when the firewall is on

You can control if server should respond to ping in firewall (Windows Firewall with Advanced Security) in Windows 2008.
If I get you right:
There is no such setting to deny laptop to be able to ping - you deny by IP's, subnets and other criteria. Maybe all your laptops get different range of IP addresses. These are inbound rules.
If you cannot ping from server, you should check outbound rules.

If you have the firewall and have ping blocked then it will block ping requests. Is it just the laptops? If it is just laptops I would make sure whatever connection you are using as primary (wireless or wired) is first in the Network Binding order higher then the other.

It is only the laptops and I can ping the xp pro desktops if I disable the firewall.

Can you paste results of "ipconfig /all" from one of your desktop, laptop and server?

Go into Network Connections click Advance Menu then Advanced Settings make sure your binding order is correct.
