How do you set Query Service Status permission?

I need to give a particular user the ability to query the status of a service on some Windows 2008 machines.  How do I set the Query Service Status permission and how do I determine who already has said permission?

It talks a bit about it here - http://support.microsoft.com/kb/325349/en-us - the KB is for 2003, but I believe I've read that method 3 with SUBINACL works in 2008, as should the security template method (number 2).
